Former deputy Chief Minister of Jammu And Kashmir Muzaffar Baig says Home Minister Amit Shah's visit to the region, first since the abrogation of its special status, is a culmination of a two-month long process where central ministers came to identify the issues in plaguing the new Union Territory. On the recent spate of civilian killings, Mr Baig underscored that terror is not the answer.
